Recent changes in the law are set to revolutionize how young people use scooters and bicycles. The recent amendment to the Road Traffic Act aims to streamline regulations and put a stronger emphasis on safety, particularly in areas where different forms of transport intersect.
Scooters and bicycles are becoming increasingly popular among children and teenagers as everyday means of transport. These new regulations are designed to enhance safety and better adapt to the challenges of modern traffic environments.
Key Changes in Regulations
Mandatory Helmet Use
All individuals under the age of 16 are now required to wear helmets when riding bicycles, powered bicycles, electric scooters, or other personal transport devices. This rule also mandates that children under 7 years old can only be transported with a helmet and in an additional seat or chair that complies with technical standards.
Restrictions for Young Electric Scooter Users
Children under the age of 13 are prohibited from independently operating an electric scooter or personal transport device on the road. An exception is made for residential zones, where riding is permitted but only under the supervision of an adult.
The primary goal of these changes is to enhance the safety of young road users and reduce the occurrence of serious incidents.
The amendment to the law will become effective three months after its announcement, with some provisions taking effect later.
Engaging Youth in Safety Discussions
The introduction of new regulations also provides an excellent opportunity to highlight the educational films produced by students from schools in Legionowo as part of the „Camera, Action, Scooter” competition. These young filmmakers used their creative expression to discuss safe riding practices, the consequences of reckless behavior, and road responsibility. Their perspectives significantly enrich the ongoing conversation about the new rules for scooter and bicycle users.
